Hello, It has been my experience that Dectalk and Eloquence are the most responsive. Vocalizer Expressive is pretty responsive for human sounding speech. All the voices are more responsive then Microsoft speech platform. I end up using eSpeak myself as it is very responsive but is very robotic. eSpeak is free with the Window-eyes for office offer.
