Did you check Verbosity/Browse Mode/headings? You might want to do this while the browser in question is loaded.
Change scope to program and then change your setting, or just change the global setting to no. Beware of changing global settings: you may change it where you don’t want it changed. I find I don’t really need the level announced, and would just like to cruise down the page with the H key, especially on sites like Bard, where I can hear the book title.
