Let me try that again.  When progress is not being reported automatically,
try the title bar method as I said previously. Or, try your mouse keys by
doing the following. First, hit numpad-9, which should report "upper right".
Then read down the successive lines of that window using numpad 8, then
numpad 5, and Numpad 2, you'll probably hear the line saying something about
do you want to save your password, whatever, and after you respond by
left-clicking on the appropriate response to that question, the bottom line
of that window should contain the percentage downloaded and the speed of
transfer.

I just upgraded to IE 11 and am getting used to the new ways of handling
downloads.  Is there a way to know which percentage of the download has been
completed, and is there a log or anything that can be accessed to check
download rates?  I am generally familiar with using ALT-N and control-J to
view downloads, and I am aware of downloading using the "Save Link As"
option, but have not found how to check progress or see the download rate.
