I believe the hotkey you are asking about is Toggle-All-Voices. This is by default undefined: That is, the ability exists, there is just no hotkey assigned to it by default. You'll find this option under Hotkeys/Miscellaneous in the Window-Eyes Control Panel. There are actually two to choose from: Toggle All Voices Current Program and Toggle All Voices Global. Just go in and assign the hotkey of your choice.
