I believe the free version of WE is with 2010 and above. I am using 2013 upgraded from 2003 and once I got a handle on the ribbons I like it with JAWS 15.
JAWS 15 and WE 8.4 both have their troubles with 2013 but WE 9 and JAWS 16 are supposed to do a much better job. I understand the latest version of NVDA handles 2013 very well.
