I cannot help with the header issue but follow the steps below for cc and bcc fields.
1.  Hit return after you put in the TO field
2.  Use the up arrow key until you hear either bcc or cc
3.  Hit the TAB key and enter the address.

Do the above as many times as you need and when finished just hit the TAB to go to the subject field.
