With respect: you will need to go into Window-Eyes to create hot keys which will achieve what you are looking to do. Specifically: the braille menu off the Window-Eyes control panel, and then select hot keys. Whilst potentially very powerful, setting up the hot keys is tedious.

Window-Eyes supports more displays than the main screen reader competition. But - it relies on the display manufacturers to offer up braille hot key configurations as a default. Because of the lack of support from Freedom Scientific, someone set up a few keys to make the Focus Blues marginally useable, and now it is up to the end user.
