Hello Kim,

When the phone is ringing, you should be able to run your finger around the 
screen and have it tell you who is calling.
If you want to hear this automatically, try going to:
settings > general > accessibility > VoiceOver
On this screen, toggle the “Always Speak Notifications” to on.
This should seek the ID of the incoming caller, but it will also have the side 
effect of speaking all notifications such as text messages and calendar 
reminders.
