According to Microsoft and the press releases windows 10 on whatever device is windows. This means that it should be able to perform all the task you can perform on a pc no matter the device. In your case though your phone would not replace your laptop or your studio. It would be a supplement to your laptop and your studio.

Now that I have listened to it, I can truly say that Window-Eyes can now be a contender in organizations, as it now has gotten standards compliants, in fact, after the office deal came out, I read on a blob that multiple organizations did evaluate Window-Eyes, because they were talking about possible contracts but that in the end they rejected it and went back to JAWS/NVDA.
