Hi Bud,
I find this happening fairly often on my Win7, IE11, WE 8.4 system.  
I've had reasonable success using:
1. WE Find command with enough text of the link to find it.
2. Using Numpad Insert + to plant the mouse on the link I then
3. hit the Mouse 1 key (Numpad /) gets the link activated.
I also have some problems activating a button (i.e. Team Viewer dialog box) and 
try 
a) hitting Enter on the button.  If that doesn't work,
b) hit the Alt spacebar, and if still no good,
c) navigate the mouse to the blasted button and hit the Numpad mouse 1 key.
