I would be very interested in this if it is available on my home office copy
of Outlook 2013.

I have been told it is only available when there is a mail/exchange server
involved.

I found some 3rd party "work arounds" but nothing I was interested in.

Are you in a company setting with Outlook Exchange?  I ask because it seems
users cannot enable out of office if you are just using Outlook on a home
PC.  

 

To find it if you are in an office setting, go to the File ribbon, then
arrow to Info and tab until you hear autoreplies.  Click on that and it will
open a dialog box where you can go through the options.  I can look at it
more if you need help.  I did it recently, but cannot remember if I used
some of my vision on any aspect.
