Yes, the first time you press the f8 it says "selection start".
At the end, when you press f8, it brings up a dialog with several choices, one 
of which is to copy the selected text to the clipboard.

The only guess I can think of as to why this isn't working for you is if your 
hotkeys aren't defined.  You can go into your browser, open up the WE control 
panel (checking that your browser's .set file is loaded).
Go to the hotkeys, open them up and go to the browsemode section, tab over to 
the list of hotkeys and press "s" for the "select content" hotkey, and see what 
it's set to.

Tried to use the new function to select text on a web page.  when I
