I turned all aps off with the App Management, status button.
The behaviour is still as I suggested.

I'm not seeing this.  My guess is you have a Window-Eyes app that is
causing this.  Since we are nw hooking the keyboard at a lower level we
are now able to get keys even before the operating system sees them.
Which explains why the app is now able to get the key and act on it.  I
suggest you disable all Window-Eyes apps from the Apps menu and I'm
guessing the problem goes away.  You'll then need to figure out which is
doing this unless others chime in with suggestions.
