Robert,

Obviously you can't compare hitting a browse mode navigation hotkey in IE to down arrowing in Notepad. Browse mode is certainly doing much more work so yes, you will see a difference between these two scenarios but depending on the complexity of the page and the size of the page the BM navigation hotkey may take more or less time on a page.

I mean that there is a delay between pressing navigation keys and hearing the result. It is slower than navigating through notepad, but not an easily quantifiable amount. It is noticeable, however.
