I also get this at home and work.  I think it's an Outlook thing.  I do not 
virtualize my messages automatically at work, so I do arrow through them to 
read them.  Haven't paid attention to see the pattern of when I get that 
message and when I don't, but I'll try to pay attention more.

I also get this, and for me, it goes back to Window-eyes eight at work.  So I 
like Chip's explanation of this, and wonder if my employer uses a similar 
utility.

In situations like this, I find it difficult to decide whether it is a 
Window-eyes bug or badly behaving corporate paranoia software.

Often when I open a message and just arrow down, without pressing other keys, 
then press escape to exit, I get a message; "The body of the message ....... 
has been changed", and a question if I want to accept these changes. Why is 
this happening, since I haven't physically done anything except hit enter and 
arrow down in the message?
