I have the same problem but under windows 8.1 plus I get the same effect when I shut down. It seems to happen if you need to enable window-eyes for the logon screen, something you need to do under 8.1.

Once you get passed the startup and into windows it is all normal. During startup what it sounds like is what you get when you are running two screen readers at the time.
