Mouse navigation works best if you use the mouse to focus hot key, Insert-Numpad-plus by default, and move around the page content from there.

Running WE 9 on a Win 8.1 64 bit machine.  If I try to review a web
page using IE 11 using the mouse keys I get the following results
If I hit the 7 key to move to top left then the 2 key to start reading
down the page I get dings only.  If I hit the 9 key to move to the
upper right and then hit the 2 key WE will read the screen but starts
reading in the header for IE 11.
Question is why can't you start reading from the upper left and is
there a way to get WE to only read the web page and not the IE 11
header information? .
