That depends. Just call your isp and ask if they support sending email from anywhere or if it has to be through their equipment. You can almost always receive email anywhere; it is sending that is the problem. You could always get a gmail account; set that up on your bsp and you have sending and receiving anywhere you want. To avoid having two addresses, just enter your email address as your current one, not your gmail one, and then anyone replying to an email you send will actually be sending to your current address, not your gmail address. Finally, set up your gmail to forward to your current address so that anything that comes to gmail will automatically be sent to your current address instead. That way you need only check your current address but you can send through gmail, assuming your isp does not support sending mail from outside of your home network. I hope this makes some sense.
