Short answer? No.
Longer answer? Theoretically, a script could be written that uses .net components and may be someday, and that script would need the .net framework. But I wouldn't consider it a necessity for WE scripting and would expect any script authors that would use the .net framework to explicitly state that requirement in their script's documentation.

Having the .net framework installed isn't really a bad idea, though. Plenty of other fine applications use it.
