Because this is a template to form the basis of other scripts, the
package does not automatically associate it globally.  This was
recommended by GW and is explained in the package information before
installing.  I understand how the point is easy to miss, however, since
most of my scripts do associate automatically.

If you go to script manager, you should be able to add ScriptTemplate.vbs
as a global script.  Then Control-Windows-S should invoke the sample
dialog.
