I also can't repro this with Skype 3.8 and WE 7 Beta 3. I get told the caller's name when they ring. Are you sure you are not missing it when Skype actually rings? I use a hardware synth so I wouldn't miss it, but it may be drowning these software synths when Skype is ringing.
