Darren hit the nail on the head. The number simply represents the
language neutral version for the language specified. We are working
hard to make sure scripts can be truly localized and that includes the
package information as well as the script itself.

"wepackagedetails12" and "wepackagelicense12".

beta2 and beta3 use the new filenames, but "9" doesn't look like a
file version code, and as far as I know, those two files are just
Unicode text files anyway.
