That sounds like you are in the designer. You can hit ctrl+PgDn to toggle
between the designer and the markup editor if you are in the right place.

I think I figured it out. If I create a new, empty site, and then add a
form, I can go into a sort of form designer, where I can then add things
like buttons, check boxes, etc., and this interface is very unfriendly as
far as speech goes. I'll see what I can do to get it working.

Hmm, I'm still not finding this. If I open a new website, I have the
