I've written an autohotkey script that attempts to
turn caps lock into a modifier and execute hotkeys when other keys are pressed 
with it. I'll send
the .wepm (source+binary) to anyone interested in testing it.
I'm interested in knowing what will cause it to break (currently
elevated apps do, as I expected). I'm not sure if there's a way to tell WE
to run my exe with administrative privileges, but it's only a matter of 
removing a few lines to
turn it back into a standalone app rather than using the script manager 
external script interface to start it up.
