If it's a regular status bar, you can watch it through MSAA. Otherwise,
OnChildClipRendered will do the trick.

Your best bet would probably be to watch the status bar for
changes. I believe Windows Messenger puts the word "received" in
there somewhere when a new message comes in or out. if so, it's
possible to grab the text from the message window, parse out the
most recent text, and speak it. The Miranda IM scripts take this
approach, and with a few tweaks here and there, you could probably
get them to work with Windows Messenger.
