I just want to state the obvious in that you can use any programming
language that supports COM Automation. So if having context menus is a
show stopper for your application then a language such as Visual Basic
or C++ or C# or others are good options.

True, but one must acknowledge that menus, at least as far as I've
seen, don't usually change the number and names of their items, just
the availability of them. There's no other reason not to that I know
of, but it seems an uncommon approach compared to context menus.
