I should clarify it only requires a restart the first time you use it on
each computer you use Wineyes Mobile on. This is to install the video
utility Wineyes needs; once that's done Wineyes Mobile is also plug and
play.

This is available in Wineyes itself, see "Window Eyes Mobile" in the
installation section of the user manual. Requires a restart though, if
you want plug and play you could try NVDA Portable.
