But where does it get the information about what packages you have installed
and the version numbers to compare to the App Central version numbers? It
can't get that from App Central.

Actually, the Add/Remove Packages check for updates routine gets all app
information (version, file size, update url, etc.) from App Central (review
the App Get code for a similar technique). This is hard coded in
Window-Eyes.
