Bruce homebrew apps have their blessings and their shortcomings. The upside is that it provides for a wide variety of uses that never would result if one depended upon a single company to conceive and create them. The downside is that it is impossible to attain total conformity in design as you suggest. It's a wonderful suggestion; and you may be able to have the wide agreement of its usefulness, but evenif that were done, there will never be 100% conformity to such an unwritten rule. And you wouldn't want to make it mandatory as that might impeded development if submissions were rejected just because of this.
