Hi Rod: Thanks for that step by step process. I saw that before on my sister's laptop, and I managed to get rid of the problem after many weeks of her getting frustrated and rebooting after experience the problems that you have just described. Note" it took me a while to figure out what the problem was and why, after she pressed a Window-eyes hotkey using the shift-control combination, that her keyboard acted strange, so I suspect that you have saved some people a lot of frustration.
