Bruce, Are you an admin on that computer account? Start menu, Control Panel, Search box, press back space, type User accounts, Check in there and see what you find. Also make sure that UAC is turned off. Start Menu, Control Panel, search box, press Back space, type UAC. Set Slider to 0 Percent restart computer.
