Provide a way to enable/disable syncing of gwibber_messages db

Bug description:
For 2.30 we are going to disable syncing of the gwibber_messages
desktopcouch database for bandwidth/size reasons. In the future it
would be nice to sync messages between computers so we can do
interesting things with the archive of message data. We should
provide a way for users to enable/disable syncing of messages between
computers.
