This was fixed early in the 3.1 series, the ChangeLog is now generated
during release included in the tarball. NEWS file is also in the
tarball.

Bug description:
Gwibber doesn't provide upstream ChangeLog or News file. It has
debian/changelog for Ubuntu and Debian, but it will be very good to
have it as separate changelog to be include for other distribution.
