Just my thoughts:

There are three key ingredients:

1. Have a group of competent programmers around you doing something
similar.

2.  I think that becoming an expert is the best way to popularize GWT
in your region.  Your expertise will allow other developers around you
easy access to training and mentorship.  It is in this environment
that you will be able to grow a competent group of people around you
who can in turn "infect" others around them with their next jobs and
so on and so forth.    Being an expert makes you productive and
carries your evangelical GWT message very far as people will admire
your speed and knowledge.    Just look at Sanjiv  :-)

3. Write open source to help people around you - maybe a school,
church, or hospital?
