EXT-GWT uses EXT assets but is a native Java/GWT implementation. http://extjs.com/products/gxt/ GWT-EXT wraps the ext.js api with GWT code. http://code.google.com/p/gwt-ext/
Depending on what you are trying to accomplish, how you like to develop, and which license scheme you are able to abide will determine which project would be a better fit for you. I've read several mail threads on this list which strongly suggest that you not use either of these frameworks due to the drama between them and the quirkiness of the API's. However, if you aren't a great designer or don't have access to one, you will be hard pressed to find widgets that are as sexy as those in either flavor of the EXT framework.
