You can use web developer tools / firebug / whatever to confirm that messages are being sent to the server.
Temporarily enable the DivLogger to confirm that debug messages are not being filtered, i.e that your query parameter is working. If both those are in order then you're filtering the messages on the server. You can always set a breakpoint in the gwt-log servlet which receives the log message and follow along to see where things are being filtered and how they are being handled.
