The main point for me is how are we going to upload artifacts to the central
repository?  As you may notice in the guide you mention, manual uploads are
now discouraged (it says they "will only be accepted for a limited number of
requests" and "Estimated process time is FOUR WEEKS").

The recommended approach is now to set up a project-specific repository to
be sync'ed with central, but this is not trivial since you need to give them
ssh or rsync access to your repository and Google Code currently doesn't
provide such services.
