There are windows classpath issues, yes. They are complicated issues and every plugin has these problems with Windows (not just GWT-Maven - see the description and how the Surefire plugin gets around it here: http://maven.apache.org/plugins/maven-surefire-plugin/examples/class-loading.html).
I don't use Windows, so I don't really know enough about that platform to address and test it properly (and to be honest it's not a pain point for me because of this too - that shouldn't be a factor, but it is in terms of how much attention it gets, etc). We have solicited ideas and patches on this, and gotten several promising ones (with different approaches). If anyone wants to jump in and try the different suggestions we already have, and work on this, contributors are welcome.
