I added an issue to the tracker, I will try to address it when I get a chance, it appears that one of the patches/fixes for .25 caused this. Looking at it closely I have doubled up deps in Mac/Linux too. I am not even sure we really need the test deps, but I would have to think about it. I may just add some logic to not add doubled deps (and not change anything about the scopes right now).
