About wrote something stupid, then it dawned on me.... Are you using the Maven NB plugin configured to run an external maven instance? I always set mine up that way because I ended up with all kinds of weirdness trying to use their embedded maven invoker. If you set it up externally it runs it as though you had just issued the CLI command.
I think you can configure it per-project, but if you go to the NB prevs for maven, give it a path, there is a checkbox for "always use external maven." Do you have NetBeans configured to use an external maven instance?
