The placement and formatting of the window title is controlled by the
desktop envrionment.  I don't think we can do fancy things with it such
as ask it to ellipsise from the begining if the title does not fit.

The data browser is a better candidate.

Well, this would make impossible to see the metadata of two data
simultaneously (unless the entire thing is redesigned somehow).

So I am inclined to add a ‘tooltip’ to the file name in the data browser
showing the full path.  Would that be sufficient for you?  It still
requires to move the pointer but I assume most of the time one knows
what file he's working with and just an easier way of reminding is
needed.
