No, that bug is about some API issues, it does not solve the problem
that the tear-off menu just don't work. The relevant bugzilla record is

and it goes along the familiar lines
1) Emmanuele Bassi declares a feature passé.
2) People try to demonstrate its utility and Emmanuele Bassi tells them
their UI is misdesigned.
3) Feature is deprecated.
4) Feature breaks even though it is still part of the stable API.
