Many years ago, when I lived up North, I was told a story about a pick up truck passenger who slapped the butt of a cyclist riding with a training partner. The passenger didn't know who he had picked on. The riders were two of the stronger racers in the area. The two cyclists gave chase and caught up to the truck at a stop light, hauled the passenger and pretty much beat him down. Funny I don't remember any mention of the driver's involvement. Maybe he knew better.
On a more serious note the driver can be held responsible for the actions of their passengers.
