Rubiera crashed really bad in the Tour of California so he may not have had enough training time. I did see that he's entered in the Tour of Austria that begins this week.
And don't forget Haimar Zubeldia. He was being counted on the for the Tour with several prior top 10 finishes but crashed out of the Dauphine Libere.
