So Shenzhen LUG members also speak English but again their mailing list is mainly in Chinese. Your best chances to find English speaking communication channels would be IRC and Hong Kong groups such as http://opendatahk.com/ though they used to use mainly G+ and now have a mailing list on their site (couldn't find the archive so can't really tell you more).
