As far as I could tell, in the US overall, during the Great Recession
reenactment declined in the US. People who were out of work, and/or
struggling to pay their mortgages, didn't have extra cash for
memberships, admission tickets, costumes, other things, let alone
travel. Reenactment never really bounced back to its previous level.
Now we are not only entering another recession, events have been
canceled. In California, even private parties are forbidden and the
governor is worrying a lot about transmission on the Fourth of July.
Memorial Day "family gatherings" already caused a significant rise in
cases. I'm not seeing things changing till there is a vaccine or cure,
and people have spare cash.
