Panniers or hoop skirts, especially could conceal a myriad of aids to help one during a terrorist attack. You could custom outfit yourself to fit your own situation like a giant Swiss Army knife.
Panniers or hoopskirts would probably be great for a terrorist too--I bet they're big enough to hide some kind of explosive device. Not that I'm any expert on bombs . . . but if you tried to get on an airplane in such an outfit, security would give you very close scrutiny.
