My short answer is a brocade has a raised pattern and a damask doesn't.
A brocade is a patterned fabric woven with a supplementary weft; if
you remove the pattern threads the ground fabric is still intact.
Damask is more complex to define. According to Sharon Alderman's
"Mastering Weave Structures", 'Damask is a cloth having satin and
sateen areas on the same face' (page 69). Satin is warp-faced, with
almost no weft showing; sateen is the opposite, weft-faced with
almost no warp showing. No supplementary weft is used. The basic
weaves are complex twills with 5 or more shafts.
