Everyone has goals for pretty much everything whether they are
consciously aware of them or not.
As for the obvious, this is something people are always forgetting in
criticism. For example, that a historical film is intended to be
entertainment, not an educational event--how many times have you seen
people slam a film because "the costumes aren't accurate"? Personally,
I think that's the best way to tell whether a review of any product is
by an amateur or a professional. The professional reviews something on
whether it meets the creator's stated goals, the amateur just reacts to
whether they personally liked it.
As for this site, having people state a goal might be a barrier to
putting up other people's pictures without their permission just for the
fun of seeing other people's work trashed. If they're required to frame
a statement about "what I intended when I made this costume," many may
balk at claiming it's actually their work when it is not.
