Got to be quick as in hurry (as ever)! I'd consider it to be a difference in the construction method, as trousers are actually cut quite differently to hosen (esp the 15th / 16th cent. variety).
A couple of costume historians have suf=ggested that the construction of what we'd call trousers all but died out in this part of the world in medieval times in favour of hosen, and had to be almost rediscovered through breeches.
